The program also provides you an opportunity to participate in some of the training that a recruit receives while attending the police academy and better qualify you for the efforts you are giving to our community. During the program duration, classes are held on Tuesday evenings from 6:30 to 8:30 p.m. The final session includes a ride-along with on-duty deputies. Take Me home is a database for people who may need special assistance if they are alone or in times of emergency. This kind of assistance may be required if the person is unable to speak or properly identify themselves, or if they become disoriented, or act in a manner that could be misinterpreted by first responders. The system includes a current digital picture, demographic information and caregiver contacts. If a person in the Take Me Home system is encountered by a law enforcement officer, the officer can query the Take Me Home system, searching by name or by the person's physical description. Once the individual's Take Me Home record has been located, the officer has the information at hand to appropriately assist the person. How does it work? This information is placed in a database that can be accessed in patrol vehicles or back at the law enforcement center. If officers find someone who can't communicate where he or she lives, they can search the database by description and return the person to their loved ones. The system also works in reverse if a loved one goes missing, their picture and description is immediately available. Commitment from Law Enforcement There is no charge for the program and there is no enrollment fee. Take Me Home is voluntary for citizens who participate, and all information is kept confidential. However, there is a responsibility and commitment to keep the system updated and current. By submitting updated information it keeps law enforcement informed if they encounter your loved one or if your loved one goes missing. How to Enroll We have provided a number of ways you can enroll in the Take Me Home program. You can enroll online by clicking the "Take Me Home Online Enrollment Form" link, downloading a Take Me Home enrollment form from the "Download Take Me Home Enrollment Form" link and fill out at your convenience, or you may stop by the Greenwood County Sheriff's Office and enroll. Yes, we offer finger printing services M-F from 9am-4pm (excluding holidays). This service cost $10.00 per person for up to two print cards. For more information, call 864-942-8600 How do I file a Trespass Notice? You should send the person(s) a certified letter through the US Postal Service. Request a return receipt and requested delivery if needed. If you are sending the notice to more than one person with the same address, a separate notice must be mailed to each person. You must then bring a copy of the signed receipt (by the person who is being placed on trespass) as received and a copy of the Trespass Notice to GCSO. You must keep copies for your records and save the receipt from the Post Office. If the person violates the notice, then they can be charged with "Trespassing After Notice". Overview of the Citizen Complaint Process The policy of the Greenwood County Sheriff’s Office is to ensure that integrity is maintained through an internal system where objectivity, fairness, and justice are assured by intensive and impartial investigation and review to clear the innocent, establish guilt of wrongdoers, and facilitate fair, suitable, and consistent disciplinary action. Whenever any private individual wishes to register a complaint against an employee of the Sheriff’s Office, that individual shall be provided with the opportunity and any assistance needed to record their complaint. A "Citizen Complaint Form" will be provided to the individual, with instructions and assistance in filling it out. If the individual cannot write, the accepting deputy may write the complaint. The deputy may also make an audio and/or video recording of the complaint. Forms may be obtained at the Greenwood Sheriff’s Office main lobby window or printed via the Greenwood County website. Get printable form here. A "Citizen Complaint Receipt" shall be completed and given to the complainant at the time the complaint is made or mailed to the complainant if it was not received in person. This acknowledges receipt for processing. The completed "Citizen Complaint Form" with a copy of the "Citizen Complaint Receipt" shall be placed in a sealed envelope marked "CONFIDENTIAL" and hand delivered to the Sheriff, or if his office is closed, it may be slid under the door of the Sheriff’s Office. Investigation of Complaints: A complaint is defined as an allegation that an employee has violated a departmental or city personnel rule, regulation, policy, general order, a county ordinance, or state or federal statute. The Greenwood County Sheriff’s Office will document and investigate all complaints, alleged or suspected, either signed or anonymous, that are made against the GCSO or its employees. Length of Time to Investigate Complaints: Internal affairs investigations shall be completed within thirty days from the time of their receipt. The investigating supervisor/investigator will provide verbal status reports to the complainant every five days. The Greenwood County Sheriff’s Office shall notify the complainant concerning the status of their complaint against the department or any of its employees within (30) thirty days of the filing of the report. On occasion, malicious and deliberate false accusations may be made against the GCSO and/or its employees. The accusations will be investigated to protect the integrity of the Sheriff’s Office and/or its employees, thereby instilling public confidence in the Sheriff’s Office. In some cases, the extent of the investigation may be limited to substantiating the falsity of the accusation. In the case of false accusations, the Sheriff will review the case. The Sheriff may, in consultation with legal counsel, seek legal recourse against the person(s) who filed a deliberate false report.

The Family Court has exclusive jurisdiction over all matters involving domestic or family relationships. Pursuant to this provision, the Family Court is the sole forum for the hearing of all cases concerning marriage, divorce, legal separation, custody, visitation rights, termination of parental rights, adoption, support, alimony, division of marital property, and change of name. The court also generally has exclusive jurisdiction over minors under the age of seventeen alleged to have violated any state law or municipal ordinance. However, most traffic, fish, and game law violations are still triable in the magistrate or municipal courts. Serious criminal charges may be transferred to the Circuit Court . At least two family court judges are elected for staggered six-year terms to each of the sixteen judicial circuits, and rotate primarily from county to county within their resident circuits. Occasionally they are assigned to other circuits based upon caseload requirements as directed by the Chief Justice. The Family Court has exclusive jurisdiction to hear cases concerning domestic disputes. Among the many types of matters that the Family Court presides over are the granting of divorces, property disputes between husband and wife, and the granting of alimony. The Family Court is also charged with child custody matters, including child support orders, visitation schedules, the termination of parental rights, the finalization of adoptions, and legal name changes. Additionally, the Family Court hears paternity disputes and domestic violence incidents. The Court also hears most juvenile criminal cases where the juvenile is under the age of seventeen. Unlike the Circuit Court , the Family Court does not employ the use of juries. Appeals from Family Court cases are heard by the South Carolina Court of Appeals. Everyone should consider having the following estate planning documents: Last Will and Testament Durable Power of Attorney for business affairs Health Care Power of Attorney Declaration of a Desire for a Natural Death (Living Will) Common Terms Accountings - Reports the contain the annual and final fiscal reports showing receipts and disbursements with date and purpose. Estate Papers - The original probate papers such as wills, inventories, letters, accountings and related papers. Probate - The legal process of wrapping up a person's affairs, paying their bills and distributing their assets. Testator - A person who has made a legally valid will before death. Will Books - Recorded transcripts of the original probate wills that give information about proving the will and qualifying the personal representative. I have a contested case. Can I talk to the judge about it? A contested case is one where there is animosity or disagreement among the parties about how an estate should be handled. Under the South Carolina rules of court, one party is not allowed to talk with the judge without the other parties being present – this is called the “rule against ex parte contacts.” If you are involved in a dispute concerning a Will, Trust, Conservatorship or other matter and the family cannot resolve it privately, you should talk to a lawyer about the matter and retain counsel to represent you. If the disagreement is concerning a relatively minor administrative duty, however, you can talk to the estate supervisor assigned to your case. The estate supervisor may recommend you retain counsel to advise you, however, since this office cannot offer legal advice in contested cases. What is required for one to apply for a marriage license? A person must be at least eighteen (18) years of age or have parental consent. The license is normally issued following the mandatory twenty-four (24) hour waiting period once the application is filed and after the fee is paid. What are the requirements for having a legal will? The document must be in writing, signed by a testator who is at least eighteen (18) years old and have two witnesses. You should consult an attorney to prepare your will, and you should NEVER attempt to prepare your own will. Also, if you have a will, you should never alter that document in any way without first consulting an attorney. In South Carolina, how is the property of a deceased citizen awarded? If a person dies without a will, the law of interstate succession controls probate property. Generally, the property passes in accordance with the deceased's family tree (unless there are non probate transfers).

    The Training Manager is responsible for scheduling and overseeing all training programs conducted at the GCSO as well as documentation, certification tracking, lesson plan development, Field Training Program (FTP) and personnel training records management. The Training Manager also acts as a liaison between the GCSO and the South Carolina Criminal Justice Academy (SCCJA). For that reason, all deputies must complete intensive training throughout their career with the Greenwood County Sheriff’s Office (GCSO). The GCSO Training Division works diligently to provide relevant and up to date training for “real life situations.” The GCSO Training Division is supervised by the Training Manager. The Training Manager is responsible for scheduling and overseeing all training programs conducted at the GCSO as well as documentation, certification tracking, lesson plan development, Field Training Program (FTP) and personnel training records management. The Training Manager also acts as a liaison between the GCSO and the South Carolina Criminal Justice Academy (SCCJA). Pre-Academy Training Each law enforcement officer in South Carolina attends the centralized South Carolina Criminal Justice Academy located in Columbia. To prepare the deputies for this 12-week training period, each newly hired deputy completes a 6-week Pre-Academy course conducted by GCSO instructors. This Pre-Academy curriculum consists of a variety of subjects such as: Legal Concerns, Use of Force, Defensive Tactics, Firearms, Career Development, Report Writing, Off-Duty Behavior, Law Enforcement Stress, and Cultural Diversity. Field Training Program The Training Division oversees the 12-week Field Training Program. Once a deputy graduates from the SCCJA, they are assigned to a certified Field Training Officer (FTO) who supervises their training. The FTO will prepare the trainee for solo patrol duties. In addition, each trainee spends time in each of the specialized divisions to fully understand all aspects and capabilities of the GCSO. After successful completion of the FTP, the deputy is assigned to a patrol shift. In-Service Training The Training Division is responsible for the coordination, planning and implementation of continuing professional training for all GCSO deputies. Each deputy is required to complete all required in-service training each year. While the classes vary each year, some of the curriculum include: Legal Update, Domestic Violence Update, Emergency Vehicle Operations, Firearms, Active Shooter/Threat, Evidence Procedures, Records/Report Writing, Crime Scene Procedures, Meth Recognition, Ground Defense, Chemical Agents, Taser, Basic Tactical Medical and Weapon Retention and Disarming. In addition to required training, the Training Division also conducts specialized training throughout the year that deputies may attend to improve the professional development. Membership on the team is voluntary and is a collateral duty performed in addition to the officer’s regular duties and responsibilities. Mission The mission of the Greenwood County SWAT Team is to preserve life and protect the community by the use of teamwork, specialized training, tactics, and equipment to complete high risk assignments. SWAT is a rapid deployment and reaction force which complements the proactive patrol of deputies and police officers in situations that are beyond the resources of the uniformed officer. SWAT is organized to go anywhere at any time to arrest violators of the law and to provide a safer living environment for the public. SWAT response shall always be in a controlled, disciplined, and professional manner to protect and serve the community. Organization SWAT Commander The SWAT Commander is appointed by the Sheriff and Chief of Police. The Swat Commander is responsible for overseeing all SWAT operations and also coordinates all internal training for the members of the team. Assistant SWAT Commander/Entry Team Leader The Assistant SWAT Commander is selected from one of the Entry Team Leaders by the SWAT Commander. In addition to their duties as an Entry Team Leader, the Assistant SWAT Commander assists with monitoring Incident Action Plans during operations and assumes the duties and responsibilities of the SWAT Commander in his absence. Entry Team Leader Entry Team Leaders are senior SWAT Operators who have been selected by the SWAT Commander to lead their team during operations in accordance with the Incident Action Plan. Team Leaders are responsible for maintaining their team’s operational readiness at all times. Entry Team Operator Entry Team Operators receive training in special weapons and tactics and secure the crisis site during high risk SWAT operations. Bloodhound Tracking Team The function of the Bloodhound Tracking Team is to increase the chances of apprehension of those involved in criminal activities, which engage in fleeing from law enforcement. In addition, the Bloodhound Tracking Team will search for lost or missing children as well as adults. This unit consists of eight to twelve team members at any given time, who are under direct command of the Sheriff. Team personnel are on call twenty-four hours a day, seven days a week and can respond anywhere within Greenwood County quickly and efficiently. The bloodhounds are trained at least twice a week resulting in over 100+ hours of training per year per hound. Each Deputy is assigned regular law enforcement duties within their respective divisions in addition to their member status. Team members are tasked with several aspects of training to include, the ability to track with the bloodhound with and without the implementation of perimeters, crime scene preservation, tactical movement, building entry and clearing, subject control, the use of man tracking skills, and the care of the hounds. Currently the Greenwood County Sheriff’s Office has five hounds, which are actively trained to respond. Beaufort is a half bloodhound and half redbone hound. Beaufort is a seven-year veteran of the tracking team. Scarlet is a Bavarian Mountain Hound. Scarlet is a six-year veteran of the tracking team. Sam, Riley and Duke are half bloodhound and half redbone hounds. Sam, Riley and Duke are all five-year veterans of the tracking team. All five bloodhounds have been trained, since puppies by GCSO Team Members. Combined, these bloodhounds have been involved in excess of over 100 calls and the capture of fleeing criminals. The bloodhounds have been responsible for finding several lost children as well as adults in Greenwood County. The Bloodhound Team also participates in many community civic events such as fundraisers for the Humane Society, National Night Out, Parade’s and numerous speaking engagements within Greenwood School District 50, 51 and 52. The Greenwood County Sheriffs Office’s Bloodhound Tracking Team is a vital tool, which is utilized by GCSO to provide the citizenry of Greenwood County with professional law enforcement service. • Over 2000 U.S. kids get lost every day • Less than 10% are reported • 90% of families will experience losing a child in a public place • 95% remember the trauma of get- ting lost • Parents rank losing a child 5 times more concerning to them than terrorism and 3 times more concerning than abduction • Kids get lost most often in malls and stores (45%) • Nearly 1 in 3 families that visit an amusement park lose a child while they are there. • Only 9% of parents put some form of safe ID on their children • 76% of parents want to know what to do to prevent a child from getting lost • 7 out of 10 kids get lost at least once • The Dept. of Justice reports over 1.3 million children lost or missing each year. Greenwood County Grievance Committee Term of Office : 3 years Authority : The Grievance Committee was established by Greenwood County Ordinance 5-85 to provide a means whereby any employee who feels they have been subjected to unfair, discriminatory or abusive treatment may secure a hearing without delay and be assured of a prompt, orderly and fair response to the grievance or appeal. It’s the law . In May 2010, South Carolina passed legislation that requires residents to recycle desktop, laptop, notebook and tablet computers as well as computer monitors, printers and televisions. The legislation specifically says that residents “may not knowingly place or discard” a computer, computer monitor, printer and television “in any waste stream that is to be disposed of in a solid waste landfill.” The ban takes effect July 1, 2011. Electronics contain cadmium, lead, mercury and other toxic materials that can be hazardous to human health and the environment if not properly managed. All non-working electronics should be recycled. Working electronics may be upgraded or donated for continued use. Where can electronics be recycled? There are multiple ways for residents to recycle the banned electronics listed above as well as other electronic equipment. Greenwood County's Recycle Convenience Centers have special containers for E-Waste. All computer, printer and television manufacturers are required by law to provide collection programs after July 1, 2011. Many retailers offer collection programs. Consider donating your working electronics . Many communities have non-profits and other organizations that accept working computers, cell phones and other electronics. Donating can be an excellent option, but it is important to remember that non-working and obsolete electronics can become a burden for the organization. Always check with these organizations to make sure your unwanted electronics meet their needs.

The information residents previously provided to CodeRED has been transferred to GEM; however, we ask residents to please log into GEM to review and update their notification preferences and confirm that their contact information is accurate and up-to-date. 4. How will I know if a phone call, email, or text (SMS) is coming? Email messages will come from Greenwood County Emergency Alerts , phone calls will display as (864) 538-6222, and text/SMS messages will use the sender ID 65513. 5. My contact information has changed, how do I update it? Login to the GEM portal and go to the page that needs to be updated. For instance, account or emails, and update your information. Remember to click the “Update” button when done. 6. How do I register? Visit https://greenwoodcountysc.genasys.com/portal/en/register to sign up for notifications. To receive text alerts, you must add your SMS (text message) phone number(s). 7. Who can register? Anyone who lives, works, or owns property in Greenwood County can sign up. Visitors or people with family in Greenwood may also register.   8. Why does it say I’m already registered? Your information was transferred from CodeRED. If attempting to register and you receive a pop-up message that says "Email is already registered" or "Number is already registered", simply return to the login screen and click on Forgot Your Password. 9. Do I need to provide an address or location? Providing a home or work location is not required; however, not having a location in the system will prevent you from receiving critical weather alerts, such as tornadoes, and other alerts that are geo-targeted (i.e., location based). 10. Will my contact information be shared with others? No, the information you provide will only be used by Greenwood County to send you alerts. Your contact information will never be sold. 11. What are some reasons alerts from GEM may not be delivered to me? ● Your contact information is not up to date ● You did not enable the SMS checkbox ● Your phone is off or busy for an extended period of time 12. How do I remove my information from the system? You can unsubscribe directly from the registration portal. Log in and select the unsubscribe button and follow the prompts. This will delete all contact data from the system. County Red Cross Shelters The Red Cross has identified Shelters in Greenwood County. These shelters will be opened only when needed. Need is determined by hazard impacts in the community and when opened, Red Cross will operate them. In order to determine which shelters are open, please listen to the local radio stations (Sunny 103.5 FM or WCRS 1450 AM), look on line at the Red Cross Shelter website , or call 211 . Special Medical Needs Shelters A Special Medical Needs Shelter (SMNS) is an emergency shelter that offers limited support for people with special medical needs and their adult caregivers. An SMNS is for people with medical conditions that are not severe enough to require hospitalization, but do require care not available at Red Cross Shelters. One family member or adult caregiver should accompany each person who seeks safety in a SMNS. The SMNS will be opened based on need after a hazard event. The South Carolina Department of Health and Environmental Control oversees these shelters. In- Person Absentee Voting is no longer available. Voters Qualified to Vote Absentee-By-Mail: Persons with employment obligations which prevent them from voting during early voting hours for the duration of the early voting period, and during the hours the polls are open on election day. Persons attending a sick or physically disabled person which prevents them from voting during early voting hours for the duration of the early voting period, and during the hours the polls are open on election day. Persons confined to a jail or pretrial facility pending disposition of arrest or trial which prevents them from voting during early voting hours for the duration of the early voting period, and during the hours the polls are open on election day. Persons who will be absent from their county of residence during early voting hours for the duration of the early voting period, and during the hours the polls are open on election day. Persons with physical disabilities. Persons sixty-five years of age or older. Members of the Armed Forces and Merchant Marines of the United States, their spouses, and dependents residing with them. Persons admitted to a hospital as an emergency patient on the day of the election or within a four-day period before the election. To Vote Absentee-By-Mail: We can no longer accept absentee ballot requests electronically. We can only honor requests for application(s) by phone, mail, or in person at our office. An application can be requested by voter, immediate family, or authorized representative (AR) The AR must be a registered voter acting on voter’s behalf who is unable to go to the polls because of illness or disability Individuals are limited to five application requests in addition to their own. The application(s) must be signed and returned to our office by mail or in person. We are now issuing new applications based on the new requirements. The deadline to return an application is 11 days before the election. You will receive your absentee ballot by mail. Become a Poll Worker Thank you for your interest in becoming a poll worker for Greenwood County. Did you know that it takes over 300 people to run the polls in Greenwood County on Election Day? You may be wondering what the requirements to be a poll worker are: To be a Poll Manager you must be a registered voter in any county in South Carolina. To be a Clerk you must be a registered voter in Greenwood County or an adjoining county (Abbeville, Edgefield, Laurens, McCormick, Newberry or Saluda Counties) OR be aged 16 or 17. (Sixteen and seventeen year old's are compensated at the same pay rate as adults.) Attend a Poll Manager Training Class before EACH election. You can take the training online instead if you prefer. Classes are approximately 2 hours in length. Be willing and able to work the ENTIRE Election Day, from approximately 6:30 AM until approximately 7:30 PM. If you meet these requirements, you are eligible to be a poll worker for Greenwood County. You may be wondering if you get paid for your service on Election Day. Yes, you do get paid for working on Election Day. Poll workers get $135 for Election Day work ($60 for training and $75 Election Day). Poll Managers get $195 for Election Day work ($60 for training, $135 for Election Day).
