Most likely you will see “blue roll carts” in your neighborhood being set-out every other week for curbside pickup. If not, contact Recycling at 942-8567 and someone will be glad to assist you. If no one is available, please leave your name and number and your call will be returned as soon as possible. What if my pickup day falls on a Holiday? A notice will be provided instructing the day of pickup. You may also check the Greenwood County website calendar for holidays and makeup days. What is my pickup day? Homeowner's will receive an information packet when roll cart is delivered. You can find your pickup day and view a calendar for the year on the County website by searching your tax parcel and then clicking on the Community Info link. Contact Recycling at 864-942-8567 for pickup day information. How do I prepare my recyclables prior to placement in “blue roll cart”? Rinse all containers, flatten cardboard boxes. Labels DO NOT need to be removed. What items are unacceptable for my “blue roll cart”? No Medical Waste, Styrofoam (egg cartons, packing materials), Plastic film (bags, wrap), Glass, Plastic grocery bags (return to store), Paint Cans, Sharps “needles”. What can I place in my “blue roll cart”? Paper (newspaper, cardboard, magazines, chipboard, phone books, catalogs, books, junk mail, office, computer, colored), Paperboard Cans, Plastic (#1 thru #7), Aluminum, (cans), Steel (cans), Juice Boxes, Milk Cartons and Broth soup boxes. (a) Any person desiring to be heard during the regular council meeting must submit his request to the clerk to council to 12:00 noon on the Thursday preceding the next regular council meeting scheduled for the following Tuesday, notwithstanding the provisions of Subsection (e) hereinbelow. (b) Each request must give the name and address of the person appearing, the nature of his presentation, and the estimated time length for the presentation. (c) If a presentation should be made on behalf of an organization or group of persons, the organization or group will designate one spokesman to make the presentation on behalf of that particular group or organization. (d) If the chairman of the council determines that there is insufficient time available for a personal appearance at a particular meeting, he may schedule the personal appearance for any subsequent meeting, considering the availability of time. The chairman may, in his discretion, establish time limits for any presentation or personal appearance. (e) During the public comment period, as specified on the agenda of a regular meeting of the Council, a member of the public may speak on any listed item appearing on the agenda, with the exception of personnel matters, by signing a speakers list maintained by the clerk to Council prior to the start of the public comment period. The speaker must identify the agenda item to which they will be speaking. No speaker will be allowed to speak to multiple agenda items. At the discretion of the Chairman or presiding officer, the length of the time for any speaker's presentation may be limited and the number of speakers also may be limited. (f) Once an individual or the spokesman for a group concludes his presentation or comments made pursuant to either Subsection (a) or (e) hereinabove, he shall be seated, and no person other than a member of the council will be recognized to make any statement on such matter unless requested to do so by the Council or by any member of the council through the Chairman. (g) This procedure shall not be applicable to representatives of the news media, nor shall it apply to council staff members or other county employees who may be recognized by the chairman for questions and comments relating to the business of the council. (h) No matter shall be entered on the agenda or heard by the council unless it is within the council's authority or jurisdiction, provided that the council may entertain requests that it make recommendations to other governmental bodies, departments or agencies. Vision Greenwood County Ambulance Service strives to meet the changing needs of the community for pre-hospital and out of hospital care and believes that by the timely application of the advances of both the art and science of medicine to the practice of emergency medical services, we can decrease suffering, improve the health of the community and save lives. History Greenwood County EMS was formed through a joint City and County effort, and began operation on July 1, 1975 at the Greenwood City Fire Department. The service began operation with one EMT-Paramedic and seven EMT-Basics. On Oct. 1, 1981, the County assumed total control of the EMS operations, placing ambulances in three critical locations. An ambulance was placed in Ware Shoals, Ninety Six, and at the County Courthouse in Greenwood. Today we have seven ambulances and two Quick Response Vehicles(QRV). One ambulance stationed on Hwy. 25 North between Hodges and Ware Shoals (M-5), one stationed in Ninety Six on Hwy. 246 (M-4), two stationed on Hwy. 25 South (M-1 and M-3), one stationed on Hwy. 72 West (M-2). The QRV's are stationed at the courthouse (R-1 and R-2). Promised Land currently houses our transport team (T-1). We cover an area of 462.95 square miles, with a population in excess of 67,503 people. (2003 census) Our typical call volume for one month is approximately 800 calls, with an average response time of less than ten minutes. In Case Of Emergency If you have a cell phone, make an entry in your contacts list labeled "ICE" (In Case of Emergency). Under the "ICE" listing provide a contact number of someone that you want notified in case of an emergency. Keep in mind that you should discuss this with them prior to entering this information into your phone so they understand that they may receive such a call. Make sure that the person that you list as your "ICE" has your medical information. In the event you have an emergency; when you are unable speak due to your injuries or sickness and you have on your cell phone, maybe paramedics, police or fire department personnel may be able to retrieve the ICE (contact) number and get more information about you or will be able to notify someone during your time of need. You may consider more than one "ICE" number to store in your phone and list them as "ICE 1" and "ICE 2". If you have space to enter the contact's name in a notes or more information section, this will allow the responder to know who they are calling. Pass along the word. This could be a call that could save your life, a way of gathering vital information or to provide a way for emergency workers to notify someone in your time of need. Thanks to everyone who voted and helped Healthy Greenwood Neighborhoods win a $5000 grant to create a healing garden in the courtyard of the New Veteran's Affairs Building. This is a facility formerly occupied by the county library, now developing into a Veteran’s museum, ROTC office space, community rooms, and a resource center for vets. We will completely revamp a courtyard into a serene garden with benches, herbs, flowers and flowering shrubs to create a place for meditation, conversation or reading. The facility director ensures plenty of volunteer service to install and maintain the garden. We will also transform a patio perimeter into a vegetable garden. The facility has high visibility located on the main street of town, and will offer an additional attraction to Uptown Greenwood area visitors and residents, as well as an array of important services to our Veterans. Greenwood County Coroner's Biography A native of Greenwood, SC, Roy E. (Sonny) Cox, Jr. attended Greenwood County public schools, and holds an Associate’s Degree in Criminal Justice from Piedmont Technical College. He began his law enforcement career in August of 1977, with the Greenwood City Police Department. His experience includes working in criminal investigations, narcotics, and traffic accident investigations. During his tenure with the Greenwood City Police Department, he was the recipient of numerous meritorious awards, to include the International Civitans Award for courageous service. In 2006, he retired at the rank of Captain after 29 continuous years of service. Subsequently, in May of 2006, Sonny began working with the Greenwood County Sheriff’s Office in a newly created division for community services, where he served as a Major under the leadership of Sheriff Tony Davis. In 2007, he was awarded the Cornerstone Award for Community Service. Sonny retired again from the Sheriff’s Office in December of 2012. In January of 2013 the Citizens of Greenwood County called upon his services again, but this time by electing him to represent them in the position of Greenwood County Coroner. Sonny dutifully answered this call and by November of that same year he had already achieved his certification as a Diplomate of the American Board of Medicolegal Death Investigators. When he/she passes away can I call the funeral home, or do I have to call the Coroner’s Office? Unless a doctor is in attendance at the time of death you must call 9-1-1 and they will see that the Coroner’s Office is contacted. ( If the person IS under hospice care you should call hospice, they will contact the Coroner’s office.) Can I donate my relative’s organs and tissues? South Carolina has a law that provides an opportunity for the next of kin to donate organs and tissues. Donation can dramatically improve, even save, the lives of others. We are glad to assist you by contacting the appropriate agency for you so they can explain to you all options and benefits of donating. If the decedent’s family or estate does not have sufficient funds for burial, you should select a funeral home and explain the situation to the director. Either that funeral home or another will have several options available to assist you in making arrangements. If nothing can be worked out, contact our office for information. Will an autopsy be performed? The Coroner authorizes an autopsy when one is needed to establish the cause of death. Usually, an autopsy is not needed when the death is clearly from natural causes. Should an autopsy be necessary, the Coroner will certify a death certificate soon after the examination is completed. Occasionally, more extensive testing is required, in which case a pending death certificate will be signed by the Coroner. A final death certificate will be signed following the completion of special testing. How/Where can I get the death certificate? Death certificates are obtained through the funeral home where you make arrangements. Also, death certificates are filed with the Greenwood County Health Department. Only limited information is available to the public. If it is a Coroner’s case we can confirm a death if next of kin has been notified. We don’t discuss cases with anyone other than immediate next of kin or law enforcement agencies involved in a case. Who can get copies of a decedent’s reports? Reports are available to the legal next of kin, legal counsel, insurance companies and law enforcement. Does the Greenwood Coroner’s Office keep records of where someone is buried? When a case falls under the jurisdiction of the Coroner, there is no charge for an autopsy and the related testing. Families are still responsible for the cost of a funeral or cremation. Why is the Coroner involved? State law requires the Coroner to inquire into and determine the circumstances, manner, and cause of all unexpected, violent, or unusual deaths. Soft armoring is an alternative to the use of expensive, hard retaining walls. Soft armoring protects against shoreline erosion, helps to clean runoff, and helps promote wildlife and aesthetics. Two techniques are mentioned below: 1. Natural shorelines Buffer zones, created from native, beneficial plants, binds the shoreline and strengthens it to absorb wave energy and prevent erosion . Trees and shrubs, ranging in size and type, provide wildlife cover and habitat. Low growing flowers and ground cover, along the water's edge help minimize erosion and stop wave action. A buffer zone with plants of various types and heights helps create a healthy shoreline. Reducing the amount of nutrient runoff is the first step toward removing noxious algae and invasive harmful aquatic weeds. Nutrients are found in fertilizers, gray water, and nonpoint source pollution. Excessive amounts of nonpoint source pollution run into rivers and lakes can promote algal blooms and harmful aquatic plants. These noxious, harmful aquatic plants reduce property values and cause freshwater degradation. Buffer zones, created with beneficial native plants, help collect excessive nutrients before they enter the water. 2. Riprap and natural stone There are certain steep slopes around the lake which may need additional stabilization methods. Riprap is an option which helps prevent erosion, provides fish and wildlife habitat, and helps maintain shorelines. Riprap is rock or rubble which is used to armor shorelines. Geotextile fabric is usually placed beneath the riprap to prevent the soil from eroding between the rock. Riprap and natural stone provides good cover for fish and help soften wave energy. Clean, healthy lake and beautiful shorelines increase property values, and contribute to the economic status of the entire community. It offers not only aesthetic value but provides ecological value as well. By using native, shoreline vegetation, as a buffer zone, lakefront property owners are providing for both human and ecological concerns. In steeper terrain, the additional use of riprap helps protect the shoreline and prevent erosion. An encroachment is anything which extends from lake front property into the lake bed onto County property. Examples are piers, docks, boat ramps, retaining walls and similar items. Is there a fee for an encroachment? Yes, there is an annual fee for docks on Lake Greenwood. Currently, the fee is due by September 1. Is burning leaves and/or trash allowed when the lake is down? No, burning is not allowed within the bed of the lake on Greenwood County property. Along with this, please do not dump leaves, debris, vegetation into the lake. How does Greenwood County have the right to require permits and registrations for Laurens and Newberry County lake property? Greenwood County owns the lake and regulates encroachments around the entire lake. Greenwood County’s lake regulations do not affect how you use your property. However, when you enter the lake bed, you are no longer on your property. Greenwood County is no different than any other property owner. Why might a lakefront property owner be denied a permit for an encroachment? The main reasons for permit denial might be due to property line issues or protected habitat areas. What should I do? When moving from county to county in the state of South Carolina, you should make sure that you change your address on your driver's license and registration of every vehicle you own. Keep in mind that we receive DMV records a few months in advance to prepare vehicle renewals on a monthly basis; so you might receive a bill from your previous county. If you do, bring in the bill from the previous county before the end of the month of expiration to have a tax notice prepared. You will also want to contact the previous county so they can remove the bill from their system. If you do not receive a bill from the previous county, bring in your last registration card and we can produce a bill for you. Then you will need to take the paid tax receipt to the DMV to receive your decal. When I bought my vehicle, the dealer told me they would take care of the taxes and tags. Why did you send me a bill? The taxes and tags the dealer paid are for South Carolina sales tax and your DMV license fees. The tax notice you received is for personal property taxes, which must be paid annually. I want to transfer my license plate to another vehicle. What do I need to do? Please see the DMV's website for information on transferring a license plate. www.scdmvonline.org I have just purchased a vehicle. What do I need to do? If you purchased the vehicle through a dealer, you need to know if the dealer is securing a license plate for you from the Department of Motor Vehicles. If they are, they will submit an affidavit of your purchase to the DMV and we will generate a tax notice from this information and mail a notice to you that is due within 120 days of your purchase. If the dealer is not purchasing your plate, you will need to bring a copy of the bill of sale with lien holder recorded on it or title (if vehicle has no lien) in order for the Auditor to produce a tax notice. You would then take your paid tax receipt along with the other required documents (including proof of insurance) to complete the registration process and secure a plate at the DMV. What information will I need to have when I arrive at the DMV office? 1)Proof of Residence: electric bill, telephone bill or anything that will show you are a resident of Greenwood County 2)Proof of Insurance: SC state approved insurance on your vehicle 3)Form 400: This form can be downloaded from the DMV website or from our website 4)Out of state registration or title 5)Paid tax receipt from the Tax Collector's office 6)If the vehicle is financed, provide the DMV with your out of state registration. If you own the vehicle out right, the DMV will need the title (Not a Copy) I am new to South Carolina. How do I register my vehicles? Please bring your current registration from the other state if you have a lien on the vehicle. If you own the vehicle, bring the title. Please make a note of the odometer reading. We will check for a high mileage credit. We will generate a property tax notice for you to pay. You will pay your property tax in the Tax Collector's office. You will take the paid tax receipt to the local Department of Motor Vehicles office along with your paperwork (see next question for list of items required by DMV) to receive a S.C. license plate. Annually, you will receive a tax notice. The law allows you 45 days to register your vehicle in the county in which you reside. What happens if I do not file a property tax return on my business? The Auditor is required by law to estimate all accounts in which a return was not filed. Estimates may be higher than the original amount filed, if filed in a previous year, due to penalties. If no initial return is filed, then an estimate will be placed on the account. When are business property tax returns due? Business Personal Property Returns must be filed by April 30th of each year. Currently there is no provision in the law to allow for an extension of filing returns. As with other forms of personal property (except for motor vehicles), taxes are levied in arrears. If you owned the property on December 31 of the previous year, you are responsible for the taxes for that entire year. If I own a business, how are my taxes determined on the business personal property? Owners are required to file an annual personal property tax return to the County Auditor. You can find this form on the Auditor's Office webpage under the Department on the County Home Page. Why is the tax bill so high on my business? Each April, businesses are to file a business personal property return with either the State or the County, depending on your business type. You may have received an estimated bill from either this office or the SC Department of Revenue. If you are in the service industry and did not file a Business Personal Property return with us or if you have a retail sales license and did not file with the SC Department of Revenue, you were taxed based on an estimated assessed value. You will have to file an amended return in order to get the tax bill reduced. How do I register a watercraft/boat motor that I purchased? You will need to contact the South Carolina Department of Natural Resources. Sales tax will be paid to the SC DNR. See the link to the SC DNR on our webpage. Are boat trailers taxable? No, not in South Carolina. Are all watercraft taxable? Watercraft and boat motors with a fair market value of $500 or less are not taxable. I am thinking about purchasing a used watercraft/boat motor/airplane. What should I do first? You should check to see if there are any unpaid property taxes on the piece of personal property that you are considering. The previous owner should pay the taxes, however; please be advised that if the taxes go unpaid it will be your responsibility to pay the taxes. Taxes follow the property, and you may have difficulties registering or renewing registrations if taxes are unpaid. To check for unpaid taxes, please feel free to call us. How do you determine the value of watercraft/aircraft? Values of personal property are kept current through annual updates by the SC Department of Revenue and the SC Department of Natural Resources. We currently use nationally recognized sources to determine values on watercraft/aircraft using data provided by the SCDOR and SCDNR. What is the School Tax Relief on my Real Estate Tax Notice? The state legislature passed property tax reform measures which include giving all qualifying legal residents 4% homeowners credit on all the school operating taxes, meaning that you are not paying any of the school districts operating taxes, only the school bonds. This credit is not applied on the tax bills of business or personal property, or 6% property owners (land, second home owners). This credit does not appear on your vehicle, boat or other personal property notices. Do I need to reapply annually? You do not need to reapply annually unless there is a change which affects the deed to your property. You do need to advise the Auditor's office if: You sell or rent your house, or You make changes to the owners listed on the deed, or There is a change in your disability status, or The eligible owner dies (requires reapplication by the surviving spouse), or The surviving spouse remarries What documents do I need to apply? Taxpayer must have driver's license, Medicare/Medicaid card or birth certificate as proof of age or letter from the Social Security office with date of entitlement as proof of disability. Do I have to apply in person? For this exemption the qualifying homeowner can apply in person. Contact the Auditor's office for more information. How do I qualify for the Homestead Exemption? You hold complete fee simple title or life estate to primary residence and as of December 31 preceding the tax year of exemption you were a legal resident of South Carolina for one calendar year and as of December 31 preceding the tax year of the exemption, you were 65 years of age, or declared totally and permanently disabled by a state or federal agency having the authority to make such a declaration or were legally blind as certified by a licensed ophthalmologist. What is the Homestead Exemption Program? Homestead Exemption is in addition to what South Carolina calls Legal Residence. Homeowners who are 65 or older or 100% disabled through Social Security and a South Carolina resident for at least one year may qualify for this exemption. See South Tax Code Section 12-37-250 for additional information on required qualifications. Taxpayer will receive benefit in tax year after meeting eligibility requirements. Are there any special exemptions for POW's or Medal of Honor recipients? If you are a POW or a Medal of Honor recipient, you may qualify for an exemption from property tax on up to two motor vehicles. Application should be made through the South Carolina Department of Revenue (DOR) using form PT-401, Application for Exemption. This form may be obtained through the South Carolina Department of Revenue link on our website. What property is included in the Active Duty Military Exemption and how do I apply? If your home of record is not South Carolina, you do not have to pay personal property taxes on property which you own while permanently stationed in this state. This exemption does not include county taxes on real property. The exemption covers motor vehicles (including trucks), campers, motor homes, boats and outboard motors, personal recreation watercraft (like wave runners and jet skis), aircraft and mobile homes (occupied by the owner). The property may be titled in the name of the military service member and/or their spouse in order to qualify for a 100% exemption. In order for your mobile home to qualify, it must be the service member's primary residence. To obtain the exemption, the service member can submit their latest Leave & Earnings Statement to the Auditor's office or complete a Military Exemption Application and submit it to the Auditor's office. I still have title to my vehicle but I turned the tag in to the DMV and cancelled the insurance. Do I still owe property tax? If you still own the vehicle (tagged or untagged) you are required to pay property tax. If you choose not to pay the tax when due we may, by state law, charge you up to three years of back taxes when you retag the vehicle. I've turned my tag in to the DMV and it had not expired. Can I get a refund on the tax I have already paid? If you sold the vehicle, turned the tag in to the DMV and it had not expired you may be entitled to a partial refund. If you sold the vehicle and transferred the tag to another vehicle, taxes will be due on the vehicle that the license plate is on when the plate is ready for renewal. When are vehicle taxes due? Personal property taxes on vehicles must be paid before you can purchase or renew a license plate with the DMV. Taxes are due throughout the year on a staggered monthly schedule. The month you register your vehicle will also be the renewal month the following year. As long as all information is correct with the DMV, a renewal notice will be mailed to you from the County in which you reside. When moving to South Carolina, you have 45 days to register your vehicle. What is the assessment ratio on vehicles? An amendment to the South Carolina Constitution, Article X, Section 1(8)(B)(1) reduced the assessment ratio on personal motor vehicles including motorcycles from 10.5% to 6% over six years beginning with the 2002 tax year. The 6% ratio was applied in the 2007 tax year. The reduced assessment ratio only applies to personal automobiles, lightweight trucks and personal motorcycles. The laws were changed in 2006, to amend the gross vehicle weight to 11,000 lbs. or less and the net vehicle weight to 9,000 lbs. or less. Any vehicle listed in a business name is taxed at a 10.5% ratio. All medium and heavy trucks classified by the manufacturer are valued at 10.5%. How do I figure out how much my taxes will be on a new vehicle I am purchasing? We have a manual provided to us by the SC Department of Revenue that shows the value of most all vehicles. When an assessed value is not available in the DOR vehicle manual, we use other nationally recognized sources. We can give you an estimate from our manual by phone, fax, or e-mail. You must be able to provide us with the Vehicle Identification Number, Year, Make, Model and your Greenwood County address in order for us to give an accurate estimate. If you want to figure an estimated amount yourself, take the market value (before any rebates, allowances, or trade ins) and multiply that by 6% if the vehicle will be in your personal name or by 10.5% if the vehicle will be in a business name or is over 11,000 lbs gross vehicle weight. After you have done that, you will multiply your answer by the tax rate of the district you live in. We can give you the tax rate if you will tell us what your address is or you can find the tax rate on any of your tax bills for the current year. If you need an exact amount, you will need to fax, email, or come in and bring a title or bill of sale. How do I know if my vehicle qualifies for a high mileage discount? We have a chart provided to us by the SC Department of Revenue for mileage adjustments. You can call, fax or email our office and give us your mileage and year of your vehicle to find out if you are eligible. The high mileage chart for the current year can also be found on our website. Can I get a reduction of my vehicle taxes? You can apply for high mileage on your vehicle by completing the form on this website and emailing it or faxing the specific odometer reading to us along with your tax notice. We will then compare with our SC Department of Revenue guidelines and determine if you qualify and reply by fax, email or when you come into our office. Please note that you must apply for high mileage before paying your vehicle tax and prior to the end of the month in which your property tax is due. The Auditor's office reserves the right to check any odometer reading to verify. You must reapply for this discount annually. You may also apply in person in the Auditor's office or by mailing in the completed form on the bottom of your tax notice. Does your office accept credit cards? No. Can I pick up my check? No, all payments must be mailed. I know a payment has been made but I have not received my check. What do I do? A stop payment may be placed on a check. By South Carolina Code, the local planning commission has the responsibility to prepare and periodically revise plans and programs for development and redevelopment. Specifically, the Joint Planning Commission prepares and recommends for adoption by the appropriate governing body: Zoning ordinances including maps and amendments. Regulations for the subdivision or development of land and amendments and to oversee the administration of these regulations. An official map and amendments showing the exact location of existing or proposed public streets, highways, and utility rights-of-way, and public building sites, together with regulations to control the erection of buildings or other structures or changes in land use. A landscaping ordinance setting forth required planting, tree preservation, and other aesthetic considerations for land and structures. A capital improvements program setting forth projects required to implement plans, including an annual listing of priority projects for consideration by the governmental bodies responsible prior to the preparation of the capital budget. The Planning Commission is made up of 15 members who are appointed by the various local governments: 7 appointments from Greenwood County, 5 appointments from the City of Greenwood, and 1 appointment each from the Towns of Ninety Six, Troy, and Ware Shoals. The Planning Commission holds regular meetings on the fourth Tuesday of every month at 5:30 p.m. in Council Chambers of the Greenwood County Courthouse in accordance with a schedule that is approved at the beginning of the year. These items typically require public notification in a local newspaper, posting of signs on the subject property, and written notification to adjacent property owners.
