The department receives numerous items ranging from items collected from a crime scene to found property. The department is comprised of one Evidence Technician who also functions as our Crime Scene Technician. The Evidence Technician works closely with all our divisions ensuring the proper handling, processing, retention, and ultimate disposition of evidence or property collected in the field or stored within our department. Victim Services Greenwood County Victim Services, under the Criminal Investigation Division, assists victims of crime from the incident date through resolution. The role of an advocate is unique due to their sole focus on the victims, and ensuring victims receive all appropriate information and assistance, regarding their case. Below are some of the available services the Greenwood County Victim Service offers. Information and Explanation about court procedures. Ensure that the rights of all victims are being met. Notification of court schedule and status of case. Orientation to courtroom procedures and setting. Accompaniment to court during and after the trial or plea, or for post-sentencing hearings. Moral and emotional support before, during and after trial or plea, or for the post-sentencing hearings. Assist eligible victims in preparing and obtaining an Order of Protection and Restraining Orders. Counseling referrals to help crime victims cope with the aftermath of a crime. Assistance with filing application for the Crime Victim’s Compensation Fund for eligible victims. Employment intervention to explain rime missed from work due to any court appearances. Property recovery assistance for items being held as evidence by Law Enforcement. The majority of this responsibility is assigned to the Narcotics Division. The Narcotics Division is a specialized unit, who has partnered with the Greenwood City Police Department, to form a multi-jurisdictional taskforce that operates as the Drug Enforcement Unit or DEU. The DEU was initiated as a means to combine resources and information in an effort to best serve all citizens of Greenwood County. Illegal drugs and the activities/behaviors associated with the use, distribution, manufacturing, etc. of these substances have effects that reach far beyond those directly involved. The destruction of lives/families, additional criminal activity and the endangerment of innocent citizens/businesses and the neighborhoods/communities in which they live and operate in, can all be contributed to illegal drugs and drug activities. Last year, over 4.5 tons of trash was picked up along the county’s roadways and almost 2.5 tons from along the shores of Lake Greenwood. Litter prevention starts by educating and raising awareness of South Carolina Litter laws and the negative impact litter has on Greenwood County. Ways you can help prevent litter? Keep a litter bag in your vehicle to place your bottles, wrappers, etc. until proper disposal is available. Make sure your trash cans have tight fitting lids Cover or secure your load when hauling waste. Other commonly littered items also take extremely long to decompose: Plastic bag - (20 years) Tin can - (50 years) Aluminum can - (200 years) Plastic bottle - (450 years) Glass bottle - (1 million years) Littering Penalties The South Carolina General Assembly enacted Act 214 of 2018, amending Section 16-11-700 of the state litter laws. This action by the Legislature was done in an effort to give magistrates and municipal courts greater flexibility in the prosecution of litter cases. This law makes it easier to achieve court-ordered community service/litter pick up by removing the requirement for supervision. Act 214 also "makes the penalties fit the crime" by classifying violations into distinct categories as shown below and providing for a definition of litter. Up to 15 lbs (littering) Persons convicted of placing litter, as defined, on public or private (littering) property must remove that litter and shall be fined not less than $25 and not more than $100, or up to 30 days in jail, and the court must impose eight hours of "litter gathering or other form of community service". For persons convicted of placing garbage in another person’s private facility, such as a private dumpster, the fine is not less than $50 and not more than $150, and the court shall impose a minimum of 16 hours "litter gathering or other form of community service". Additional hours of community service may be imposed in lieu of the monetary fine. Between 15 lbs and 500 lbs (dumping) Persons convicted must be fined not less than $200 nor more than $500, or up to 30 days in jail, and the court shall require 16 hours of litter gathering or other community service. Community service increases to 24 hours upon a second conviction, and 32 hours for a third conviction within five years. More than 500 lbs (dumping) Persons convicted must be fined not less than $500 nor more than $1000, and up to a year in jail. The violator also may be ordered to remove the dumped litter, pay damages, and perform community service. The court may enjoin a violation of more than 500 lbs, and may seize vehicles or equipment used for dumping. If a person sustains damages in connection with a violation of more than 500 lbs that gives rise to a felony against the person or his property, a court, in civil action for those damages, shall order the wrongdoer to pay the injured party triple damages up to $200, along with court costs and attorney’s fees. Fines for dumping more than 500 lbs of litter may not be suspended. Tarp Your Load According to South Carolina Law , "no vehicle may be driven or moved on any public highway unless the vehicle is so constructed or loaded to prevent any of its load from dropping, sifting, leaking or otherwise escaping from the vehicle. Trucks, trailers, or other vehicles when loaded with rock, gravel, stone, or other similar substances which could blow, leak, sift, or drop must not be driven... unless the load is securely covered by tarpaulin or some other suitable covering.” To view a video on Facebook, click here . Adopt A Highway The South Carolina Department of Transportation (SCDOT) and Greenwood County are now working together to maintain the Adopt-A-Highway Program. In order for the County to continue to make progress in litter abatement we need your continued support of the Adopt-A-Highway program. The Adopt-A-Highway program requires a two year commitment and as a goal encourages a litter pickup to be done along a one mile stretch (or more) of road once a quarter (four times a year). The benefits of adopting a highway are significant. It has been proven that a clean community is a safe community and clean communities are great for tourism and economic development. Along with SCDOT and Palmetto Pride, Greenwood County wants to eradicate litter and promote beautification across Greenwood. The Greenwood County Litter Prevention Coordinator now serves as the Adopt-A-Highway Coordinator for Greenwood, South Carolina. That depends on who is responsible for maintaining the road. Roads are divided into four categories: privately maintained roads, county maintained roads, state maintained roads, and municipal maintained roads. Private roads belong to private individuals who are responsible for maintaining the roads. These have not been dedicated to public use, therefore, the county does not perform maintenance on these roads. Typically, these roads have yellow "Private Road" signs. County roads are maintained by the Greenwood County Road Maintenance Department. Typically, these roads have green street signs with road name only. State roads are maintained by the state of South Carolina Department of Transportation (SCDOT). Generally these roads have a number designation that contains SC, US or a S-24 sign mounted above the stop sign. Current office holders, whether appointed or elected, were authorized to keep the name of ROD during their tenure in office, however, after their term, the name is to change to ROD. The Code of Laws of South Carolina sets out the duties of the Register of Deeds. The proper recording of documents provides notice to subsequent purchasers or creditors of the interests of others in the property and establishes priority of claims against that property. Generally, all instruments conveying an interest in real property must be recorded in that county's Register of Deeds in order to be valid. Other documents of public interest may also be recorded by the Register of Deeds. As of November 1, 2019 state tax liens are listed on the South Carolina Department of Revenue's State Tax Lien Registry. State tax liens will no longer be reported and filed in county offices.
